Comments from Industry Leaders- Jupiter Wagons Limited, Ambuja Neotia Group, Keventer Group, Jupiter International Limited and Purti Realty on West Bengal New Investment Promotion Policy 2026

Published:

Mr. Vivek Lohia, MD, Jupiter Wagons Limited

The West Bengal Investment Promotion Policy is a decisive and forward-looking step, and I compliment the Hon’ble Chief Minister and the State Government for their vision. It addresses the three things that decide where capital goes: land, speed of approvals and incentives tied to jobs. In doing so, it aligns Bengal firmly with the national agenda of Atmanirbhar Bharat and Make in India. Jupiter Wagons was founded in Kolkata, and we have grown alongside Bengal into a complete mobility and engineering enterprise, now extending into passenger rolling stock for India’s high-speed and metro networks. Bengal remains at the heart of this growth, and we plan to invest an incremental ₹3,000 crore in the State. Our integrated defence manufacturing facility at Purulia reflects the confidence this Government has built on the ground, and shows how industry can transform livelihoods in western Bengal. The real multiplier now lies in anchor investments that build MSME supplier ecosystems around them. With consistent execution, Bengal is well placed to emerge as a leading manufacturing hub for eastern India and the nation.

Mr. Harshvardhan Neotia, Chairman, Ambuja Neotia Group

“West Bengal’s Investment Promotion Policy, 2026 is an encouraging step towards translating the state’s economic potential into investment, enterprise and employment.

The Government’s emphasis on a unified single window and faster clearances gives businesses the confidence to plan and execute within predictable timelines. A transparent framework for industrial land acquisition and allocation, including land pooling and the utilisation of unoccupied industrial land, can ease access to land. Alongside a clear timeline for starting production, these measures can help investment move into productive activity sooner.

Linking incentives to employment, supporting women’s participation through EPF reimbursements and working women’s hostels, and encouraging research and development are particularly welcome measures. SGST-linked assistance, electricity duty concessions, interest subvention and stamp duty relief can further encourage industrial expansion and new investments. The focus on emerging sectors, green technologies, modern manufacturing and improved infrastructure also creates opportunities for Bengal’s talent and local suppliers to participate in new industries.

We believe these measures can strengthen investor confidence and widen the benefits of growth across the state. For those of us rooted in Bengal, this offers renewed confidence to build, invest and create opportunities here.”

Mr. Mayank Jalan, Chairman & Managing Director, Keventer Group

“This policy puts emphasis on execution and innovation. The government has answered the most important question that an investor faces, which is timeline of the project. The one-stop portal with stated timeline and designated officer at every stage of application and sanction will bring peace of mind for an investor. It means real ease of doing business. With an employment generating industry like food processing in the THRUST sector, government support for R&D and incentives to hire more women, tailor-made benefits for the ‘strategic’ or ‘mega’ projects, this policy invites us to build and grow with a new Bengal, a new investment destination.”

Mr. Dhruv Sharma, CEO of Kolkata-based solar cell manufacturer Jupiter International Limited

Said ‘We welcome the policy which has the potential to provide fresh impetus to the state’s industrial growth and attract new investments. The policy addresses concerns of manufacturers looking to establish or expand operations through land-related incentives, infrastructure support, and a streamlined single-window with time-bound approvals. Its emphasis on manufacturing, research and development and employment generation, with enhanced incentives for creating jobs, particularly for women and transgender employees, is encouraging. The waiver of cross-subsidy and additional surcharge on green power sourced within West Bengal until March 2030 is also a significant step towards accelerating the state’s green energy transition and promoting sustainable industrial growth. The effective implementation of these measures will strengthen West Bengal’s investment climate, attract fresh investment, and generate greater industrial activity and sustainable employment.’

Mr Mahesh Agarwal, Managing Director, Purti Realty

“West Bengal’s Investment Promotion Policy, 2026, is a significant step towards creating a more competitive and investment – friendly industrial environment. Its strong emphasis on industrial development and employment generation through various incentive provisions like financial assistance with respect to SGST, electricity duty and stamp duty reimbursement, enhanced EPF support for women and transgender employees etc reflects a progressive approach towards accelerated and inclusive growth. Equally encouraging are the incentives for research and development, green energy, and the revival of sick industrial units. The higher assistance for thrust sectors and less-industrialised priority areas could also encourage investment beyond traditional economic centres. From a real estate perspective, this creates opportunities across industrial parks, warehousing, logistics, commercial spaces and residential development around emerging employment hubs. The time-bound, digital single-window approval mechanism is another important step towards improving investor confidence. Effective implementation, supported by infrastructure development, can translate these measures into sustained investment, employment and more balanced urban and regional growth across West Bengal.”
